I have been around and I noticed custom scouter
sprites. How do i make my own
and use it as my scouter sprite?

You can make your own at any time you want.


However, you can't use it unless you meet certain requirements.

You have to have some special status, like a mod, editor or admin

not all editors have it just Rav,
plus u could get one if you win a special contest
or such.
