I remember on this one forum that I joined that you had to read and take a quiz on the rules. If this is possible,I think it would be a good idea to do this.

Or at least 85% to 95%.

hang on the site is dieing as it is and you want to stop more from joining? what happens when some of the "quality" decides that they want a break and leave the site

No one really joins.....They Joined do something stupid and get banned and never return.
