The code people are using allows any user that views THAT post that has THAT code in it, to see their username as the code. Example:

"Guest is Gay!"
or
"I like to have anal sex behind the base with Freak of Nature"

It's towards everybody, which is good incase someone ragequits the site, they can scream their capslocked 'fuck yous' to the entire community.
